Since January 2016, the Ministry of Industry and Information Technology has begun to release a new batch of "Recommended Model Catalogs for the Promotion and Application of New Energy Vehicles". At present, three batches of lists have been announced, and a total of 1022 new energy vehicles have been selected. In terms of battery specifications, the Ministry of Industry and Information Technology has announced three batches of enterprise catalogs that meet the "Regulations for the Automotive Power Battery Industry", and a total of 25 companies have been selected. However, the selected enterprises can not sit back and relax. According to industry insiders, the first few batches of enterprises were admitted according to the industry standard QC/T 743 "Lithium-ion battery for electric vehicles" test standard. The "Notice" proposes that single enterprises that have been listed in the announcement should re-test typical products in accordance with the requirements of GB/T 31484-2015, GB/T 31485-2015 and GB/T 31486-2015. Submit the test report issued by the power battery testing agency before the end of June 2016, and cancel the announcement qualification if it is not submitted within the time limit.

"Automotive Power Battery Industry Standard Conditions" (Announcement No. 22 of 2015 of the Ministry of Industry and Information Technology, hereinafter referred to as "Regulation Conditions") was officially released on March 24, 2015, and came into force on May 1, 2015. Up to now, our ministry has released three batches of enterprise catalogues that meet the "standard conditions". In order to standardize the application process and requirements of enterprises, implement relevant standards for power batteries, strictly review and check, and further guide the healthy development of the industry, the relevant matters are hereby notified as follows:
1. Material compliance and local preliminary review requirements
Enterprises must declare in strict accordance with the requirements of the "Regulations", provide corresponding supporting materials, and ensure that the paper materials are consistent with the materials submitted in the declaration system. If an application for supplementary materials is required after expert review, the enterprise shall supplement it in the application system and submit paper materials.
Provinces, autonomous regions and municipalities directly under the Central Government, the competent departments of industry and information technology, and central enterprises shall strictly check the authenticity, integrity and conformity of the application materials of enterprises, and do a good job in the preliminary examination of the application materials (including supplementary materials) of enterprises within their jurisdictions in a timely and serious manner. Work, and send 1 official paper document (including attached materials) to the Ministry of Industry and Information Technology (Department of Equipment Industry).
2. Product standard compliance requirements
The single enterprises that have been listed in the announcement should re-test their typical products in accordance with the three standards of GB/T 31484-2015, GB/T 31485-2015 and GB/T 31486-2015, and re-test their typical products before the end of June 2016. Submit the test report issued by the agency with the power battery testing qualification, and cancel the announcement qualification if it is not submitted within the time limit.
Units and system companies that are not listed in the announcement should test typical products according to the standards listed in the appendix when applying for the "Specification Conditions", and provide a test report issued by a power battery testing agency. When applying for system companies that use monomer products that are not listed in the catalog, they must also submit a single product testing report issued by an agency with power battery testing qualifications.
3. Requirements for submitting annual reports
Enterprises that have been included in the announcement should submit their annual development reports online before March 30 each year, and submit one hard copy to the Ministry of Industry and Information Technology (Department of Equipment Industry). Enterprises should provide complete supporting application proof materials in the annual development report, and enterprises that produce power battery cells and systems at the same time should include self-produced and self-used cells when counting the number of cells. If the company adds new products or changes its R&D capabilities, it needs to provide the corresponding product information sheets, product testing reports, patent certificates and other supporting materials. Those who do not submit the annual development report as required will be dealt with in accordance with the relevant provisions of the "Regulations".
